Secretary General of the Council of Europe Thorbjorn Jagland has expressed his concern over amendments to the aliens act.

The Slovenian government proposed the amendments in order to curb a potential influx of migrants. Jagland has said the amendments raise a number of issues under the European Convention on Human Rights, including the consideration of individual circumstances in the processing of asylum seekers' applications, the right to due process, and protection of all migrants and asylum seekers against ill treatment, including non-refoulement. The amendments would not apply if the migrant's life was in danger or when the migrant was at serious risk, including due to health reasons or if the migrant was an unaccompanied minor.
